Each concept gets its own pack: the symbol-pack shape generalized to references (form-stdlib/reference-packs.fk, PR #2913, band 1023 three-way). Eight packs ship independently — gnn (Scarselli 2009), cnn (LeCun 1998), fft (Cooley-Tukey 1965), gaussian (Rasmussen-Williams 2006) as external papers carrying the two resonance lanes, and api-description, form-language, bmf, bml as internal specs. The load-bearing distinction is told by the door: an external paper RESEMBLES the concept (https DOI, inference under 1.0, honest analogy, citation facts only) while an internal spec IS the concept (repo path, 1.0/1.0, self-attested). A new concept is a new pack, never a change to the others. Sibling to research-corpus.fk (axiom-support) and external-works.fk (the lending door). North star: every axiom, channel, concept, and spec in the body carries its own reference pack as substrate edges (concept-cell -> grounds -> reference-cell), queryable both ways, with the inference lane feeding the conviction-gated Q&A so a spoken answer cites the right pack at honest strength; packs compose into a per-binary bibliography that the fourth kernel can emit.
